I had always assumed this was a mistake. And, looking at it, I'd guess that he leaned over and the costume got caught in the coins around his neck when he stood back up. But, that's only a guess.

Yes, he was apparently quite good-natured about the whole thing. And, well, was he also drunk? I mean that's a big part of Mardi Gras and may have helped him not to mind the embarassment factor.
