Sometimes, but apparently not this time. Bill and Fleur have been cut. I saw it on snitchseeker a few days ago; was going to quote it, but I can't find it now.
Moaning Myrtle's out too, which will seriously change the Sectumsempra scene.

I just ADORE Moaning Myrtle, but perhaps the "Sectumsempra" scene may have more dramatic impact in the film without her huffiness prattling away in the background... maybe. Hey, just trying to think positive thoughts.

Oh, I forgot about that! Clémence was great as Fleur, I agree.
Too bad about Moaning Myrtle. How can they keep doing this? By the time they've cut everyone there'll be nobody left!

Maybe it's all just a conspiracy to make us think they're gonna totally destroy the character of the book... only to pleasantly surprise us at the Premiere...
,,, or not.

Yeah, if this keeps up, we'll be left with just the Trio, Snape, Draco, and Dumbledore. And that's only because there's no story at all without them.
No offense to the memory of Robert Knox, but why the heck did they cut out all these much more important characters and yet keep Marcus Belby?!? He's only in one scene in the book!

Totally with you there, Aisling. Are they just trying to appeal to the mass "rom-com" audience by making more of the romance/sport aspects and down-playing the real spine-chilling stuff such as the Gaunts ??
To me, the sixth HP's appeal lies in all the back-story... of course, this makes more room for an in-depth look at Snape/Bellatrix/Narcissa/Draco storyline from the beginning of the book.
However, cutting the Gaunts, Hepzibah etc., makes me wonder if/how they are gonna show how Tom Riddle evolved into Voldemort...?

They'll probably just have Dumbledore tell Harry the story.
Funny. One rule of writing is "Show, don't tell." Is there a new rule of moviemaking that says "Tell, don't show"?
I can totally imagine the tower scene to consist of Dumbledore and the invisible Harry arriving just in time for Draco to come in and disarm Dumbledore, and then have Snape come up behind him and yell "Avada Kedavra." I mean, why drag out a scene as mundane as Dumbledore's death? Who wants to see that? [/sarcasm]

^^^ tehe, Aisling - you rock!
And yeah, there seems to be way to much exposition, instead of proper 'scenes' in some films, but this is always gonna be a problem when adapting a well-known book, such as the HP series...
One would imagine though, that all the "Pensieve" chapters would easily lend themselves to a visual interpretation, as well as providing somewhat of a different 'style' for the films instead of getting bogged down in repetition.
