Because IMDB is pretty crap 
It should be taken as a guide, not the word of law, they miss things out on many people's bio's......

The Passenger isn't listed because mainly it's supposed to be kept a secret. I guess they want most people to be totally surprised about this.
9 and The Oxford Murders I've only heard of recently, and I've never seen any articles or evidence indicating that Elijah has definitely signed on to either of these projects. Well, maybe not The Oxford Murders. Sometimes IMDb is just negligent.

imdb relies on users to add information, if the users don't know about the films then they don't get added. You can update his filmography yourself if you want.

elijah in new interview told about '9' of tim burton and told about the oxford murders that will start to london in january .
but probably imbd will write them
the interview:
In the pipeline is The Passenger, which is about the godfather of punk, Iggy Pop. This movie, to be produced next year, will see him starring as the young Pop.
Next on his list is Oxford Murders, a thriller based on the work of Argentinean award-winning novelist Guillermo Martinez. The movie is about a professor who works with his students to solve bizarre, mathematically-based murders in Oxford. The movie will be filmed in London sometime next January.
“I’m really excited about the movie. I’ll be working with Alex de la Iglesia, who’s an amazing director. I’ve never worked with him before so it’s going to be really exciting. I love being involved in an old-fashioned crime involving mathematics,” said Woods.
With so many offers in store (Picasso at the Lapin Agile and 9 slated for 2008), fans will see much more of him on the big screen. '

Alex de la Iglesia is a Spanish director. His movies are so particular, very original... and has a very special sense of humour. I specially loved "El día de la bestia", probably his most successful film. It´s great to know Elijah is going to work with him.
Maybe the movie will be shut here in Spain and ... who knows... maybe I´ll get to see Elijah!!
Who can know???...

during elijah's press tour in europe, he has said on a couple of radio shows that he should be starting the oxford murders next month. 
he still talks about the passenger, but still nothing definite. only it should be starting sometime next year. didn't he say that last year? 
picasso at the lapin agile will not be done. it was confirmed by steve martin on his site that it won't be.
