Its already been confirmed and reconfirmed ..it is the ring that Franka gave him....he simply loves the inscription, as to whether it has a sentimental value beyond that by now, more than fond memories of a not so distant past, only HE knows.... 
As far as his current love interest...  What happened to the ban?
Also love that grouping of crazy photo's I like them because of the glimpse you get of an Elijah that you don't get to see unless, well you happen upon photo's like that or catch him off guard and off duty.....Its nice to see different sides of his personality.

I love that ring too.I must tell so...OK ! If my boyfriend wore a ring like it,I wouldn't mind...I think,I would be so angry.But,he would be ELIJAH,I would mind definelty.Because I fear to lost him everytime !!
