Which version of Photoshop do you have? I have 5.5..and if I havr the picture open, I just go to Image > Image Size..and check the box that says 'Constrain Proportions' and just play around.

ok, I tried what you said, and I made the pics 150% to make it bigger, but it still is 100x86 pixels. Should i put the try again and put pics on a bigger background like 15"x 13" ?

it's dealing with percentages. 100% would keep in the same size. 200% would double the size, and 50% would cut it in half

Are you talking about zooming in 150%? Because that's not going to change the size. If you actually type into the box (the one you get to if you follow what I said) "15" and choose inches..and "13" and choose inches..you get a 15" by 13" picture. Of course, that's rather large!

Yes, there is. I just thought she was using inches because she said 15" x 13 ..*shrug*

ok, I filled in the wrong box where you showed me because i changed it into percents. now, i changed to 13x10 or something like that. I loaded it onto picturetrail.com and it still is 100x64. So, how can i resize the pic to be bigger, because i tried what you said, and it didn't work

13 x 10 pixels? Because that's too small...
If you do what I told you to do - using pixels instead of inches and type in whatever dimensions you want, press okay, then save and upload..it'll work.
