people probably use PSP type things like me for that stuff.
Its like computer art!!! I have my own domain, the-shrieking-shack.com at bravenet. so i load stuff there.

to make the signature pics, does the program have to be on the interenet like angelfire or can it be like on your comp like corel draw?

angelfire isn't a program, it's a web server. They allow you to create accounts and you can host pictures there. Another option for getting pictures online is picturetrail.com

Well, unless you want to pay for an account, I don't suggest picturetrail.com because although it's easy to start up, it cancels your account after a few days, and you have to create a new one every week or so...
I'd try to find a member who will host the pic for you.

ok, i made a signature picture in photoshop, but when i loaded it on here, it was REALLY big, so is there any way i can make it smaller.

in photoshop there is a way to shrink the picture,yes. I'm sketchy on it, select your whole image, then go to edit (maybe image) from the top bar. Then free translation, and then go to scale. hold down the shift key so that you don't distort the image, and click and drag one of the boxes in the corner inwards. after, it is shrunk, crop the picutre so that there isn't a lot of blank space
